If you're talking about the orange beacons, I believe the default bind is 'O' (the letter). The aux lights on the roof will only light with the high beams, and once you've enabled them they should stay enabled for the high beams until there's another game update (small updates seem to trigger it too, not just the main releases such as the recent .37 one).
